Better than normal=above par

In
any government organization if your efficiency is above par then you are likely
to perform above expectations which may make the people above you feel
uncomfortable. Above all it is against government policy to have people with
above average intelligence, above par efficiency and those evolving above [too
honorable to stoop to] petty gossiping and grudging. In such cases what you may
say could be above them[difficult to understand] and they fear that intelligence
wise you may rise above the salt [Of high standing or honor deserving
special superior treatment] so if you are above par you will never be
encouraged.
